Born and raised in the village of Birochok Druhi, Zmiiv community. He studied at the Veletenskaya (formerly Pershotravneva) school, and became a conductor in Kharkiv. He worked for many years at the Saltiv meat processing plant, and was known for his hard work and kindness.

In 2012, he got married and raised two daughters with his wife. When the enemy came to our land, he joined the ranks of the Armed Forces of Ukraine without hesitation. Soldier Vitaliy Panov, a UAV operator, died on August 30, 2025 while performing a combat mission in the Serebryanka area of ​​the Donetsk region.
